Civic Duties and Responsibilities
The Grama Sabha is an important platform for public participation in local self-government. Citizens should participate in Grama Sabha meetings and present the needs, problems, and development suggestions of their locality. They should actively participate in the planning and implementation of Panchayat projects.
Pay building tax, professional tax, and fees for various services and licences accurately and on time. The revenue received through taxes is utilised for the development and welfare activities of the Panchayat.
Do not throw waste in public places, roads, or water bodies. Households should separate biodegradable and non-biodegradable waste and cooperate with the Panchayat's waste collection system. The use of plastic and improper disposal of plastic waste should be reduced as much as possible.
Protect natural resources such as paddy fields, wetlands, ponds, canals, rivers, sacred groves, and trees. Water sources should not be polluted, and illegal land filling and dumping of waste should be avoided.
Every family should take care not to waste drinking water, harvest rainwater, and protect wells and other water sources. Any instance of water pollution should be brought to the attention of the concerned authorities.
When constructing a new building or making changes to an existing building, all applicable Panchayat permissions and regulations must be followed. Unauthorised construction should be avoided, and documents related to building construction should be properly maintained.
Commercial and business establishments must obtain the required Panchayat licence. They must also strictly follow regulations related to public health, cleanliness, waste management, and safety.
Prevent water stagnation in and around homes, control mosquito breeding, and do not allow waste to accumulate. Cooperate with the Panchayat and Health Department in disease prevention and public health activities.
Panchayat roads, street lights, drinking water systems, public wells, drainage systems, public buildings, and other facilities are public property. They must be protected from damage, misuse, and unauthorised use.
Problems such as damaged roads, non-functioning street lights, waste-related issues, drinking water problems, and public sanitation issues should be reported through the official systems of the Panchayat. Citizens should also cooperate with remedial actions wherever possible.
Information provided to the Panchayat for birth and death registration, building-related records, tax information, various certificates, project applications, and other purposes must be truthful and accurate.
Citizens should be aware of government and Panchayat welfare schemes available for senior citizens, children, women, persons with disabilities, economically disadvantaged people, and other eligible groups. They should also help eligible persons obtain information about these schemes.
Agricultural land should be protected, and wherever possible, cultivation should be encouraged in home gardens and public spaces. Farmers should understand and make use of eligible government schemes and benefits available to them.
Safety rules must be followed while using roads and public places. Materials should not be stored in a way that obstructs public roads, and public ways should not be encroached upon illegally.
Citizens should cooperate with neighbours to solve common local issues and maintain social harmony. A spirit of mutual assistance should be developed, especially during disasters and emergency situations.
Citizens should vote responsibly in elections to local self-government institutions and actively participate in democratic processes. They may raise local needs with elected representatives and remain informed about their activities.
Citizens have the right to understand legally available information about the activities, projects, services, and public expenditure of the Panchayat. Legal mechanisms, including the Right to Information Act, may be used responsibly.
Activities affecting public interest, such as encroachment of public places, illegal dumping of waste, unauthorised construction, and pollution of water sources, should be brought to the attention of the concerned authorities.
Every citizen should act with a sense of responsibility towards “My Home – My Surroundings – My Village”. Public participation should be ensured in activities such as planting trees, conserving water, managing waste, and reducing the use of plastic.
Citizens should make use of Panchayat online services, application systems, official notices, project information, and other digital facilities. They should rely only on official online information and avoid spreading false or misleading information.
