📌 What is Gram Sabha?
Gram Sabha consists of all voters whose names are included in the electoral roll of each ward of the Gram Panchayat. It is an important democratic platform where people can directly participate in the functioning of the Local Self-Government Institution, express their opinions, raise suggestions and participate in development activities.
Who Can Participate in Gram Sabha?
All voters whose names are included in the electoral roll of the concerned ward can participate in the Gram Sabha. It provides an opportunity for people to directly present their opinions and suggestions.
What Can People Do in Gram Sabha?
People can raise their opinions, suggestions and complaints regarding development activities, welfare schemes, basic infrastructure, public services and other local issues.
Important Issues Discussed in Gram Sabha
Various issues such as roads, drinking water, electricity, waste management, healthcare, education, social welfare, housing and employment can be discussed in the Gram Sabha.
Agriculture and Environment
People can actively participate in agricultural development, water conservation, wetland protection, biodiversity conservation, waste management and various green initiatives.
People's Participation in Development Projects
Through the Gram Sabha, people can express their opinions regarding development projects, suggest necessary projects and evaluate the progress of ongoing development activities.
Transparency and Accountability
People can obtain information and seek explanations regarding various projects implemented by the Panchayat, expenditure, benefits provided and public works.
Chairperson
- The Gram Panchayat President presides over the Gram Sabha, while the Municipal Chairperson presides over the Ward Sabha.
- In their absence, the Vice President, Deputy Chairperson or Convener shall perform the responsibility.
Convening the Meeting
The responsibility for convening the meetings rests with the Ward Member, who also acts as the Convener.
Quorum
- The quorum is 10% of the total number of voters.
- When an adjourned meeting is reconvened due to lack of quorum, the quorum shall be 50 members.
Special Meeting
If 10% of the voters of a ward submit a written request, a special Gram Sabha / Ward Sabha shall be convened within 15 days.
Convener
Ward Members and Ward Councillors are respectively the Conveners of Gram Sabhas and Ward Sabhas. When necessary, another Ward Member may be appointed as the Convener.
Coordinator
An officer designated by the Gram Panchayat / Municipality shall function as the Coordinator and assist the Convener in conducting the proceedings.
While Participating in Gram Sabha
Every citizen has the responsibility to attend meetings on time, actively participate in discussions, put forward suggestions in the public interest and cooperate in implementing the decisions taken.
